17th Avenue to Highway 66

Overview

Traffic on County Line Road before improvements

This phase of the County Line Road Improvement Project is intended to improve drainage, rehabilitate the existing pavement and widen County Line Road from just north of 17th Avenue to Highway 66. The design process began in October of 2022 and is expected to be completed by spring of 2024. Construction of this project is tentatively scheduled to begin in 2025. The widening of County Line Road will provide additional pavement width needed to accommodate on-street bike lanes for each direction of travel. The proposed improvements are necessary to eliminate barriers to safe bike movement along this busy transportation corridor. This project will provide regional multimodal transportation benefits by filling gaps in the City’s bike lane system.

Funding

Design funding for this project is a combination of the State of Colorado’s Multimodal Transportation and Mitigation Options Fund (MMOF) and from the City's 3/4-cent Street Fund Sales and Use Tax. Construction funding for this project includes State funding of $1,700,000 and Federal funding of $1,356,000.

Ninth to 17th Avenue

Project Update

The County Line Road Improvement project from Ninth Avenue to 17th Avenue was 

completed in August 2021. The new sidewalk that provides access to the Jim Hamm Nature Area and the bike lanes between Ninth and 17th Avenues are now open.

Overview

Improvements were identified by the City of Longmont that increased both the safety and operation of County Line Road from Ninth Avenue to 17th Avenue.

Goals and Proposed Improvements

Improvements included limited widening of County Line Road from 17th Avenue to Spring Gulch #2 (near Trail Ridge Middle School) to accommodate on-street bike lanes and left-turn lanes along the entire segment. Intersection improvements were made where needed, and sidewalks were added along the west side of County Line Road.

In addition to making County Line Road safer for all users, these improvements also increased the multimodal transportation options available on County Line Road.

The bike lanes and sidewalk improvements connect to the City's Envision Longmont Multimodal and Comprehensive Plan's principle of "A Complete, Balanced and Connected Transportation System," as well as the Longmont Sustainability Plan's Transportation topic area.

On-street Bike Lanes

Widened paved shoulders allow for the addition of on-street bike lanes between 17th Avenue and Spring Gulch #2.

Sidewalk Improvements

Pedestrian improvements include trail connections at Jim Hamm Nature Area. Sidewalks were installed along the west side of County Line Road from 17th Avenue to Spring Gulch #2. 

Left-turn Lanes & Intersection Improvements

Left-turn lanes were installed for the entire length of the project.

The intersection of Sunshine Avenue and County Line Road was improved to allow right-in, right-out and left-in turning, known as a 3/4 intersection.

The intersection of Rustic Drive and County Line Road also received a 3/4 intersection to allow for right-in, right-out and left-in turning.

The intersection improvements were made to improve safety at both intersections. The new 3/4 intersections mean that:

  • A vehicle traveling north on County Line Road can make a left turn into either Sunshine or Rustic (using a left-turn lane being installed as part of the project)
  • A vehicle traveling south on County Line Road can turn right onto either Sunshine or Rustic
  • Vehicles traveling on either Sunshine or Rustic can only turn right onto County Line Road
  • Residents will be able to use Armstrong Drive to turn onto eastbound 17th Avenue where they can make a left turn to head north on County Line Road.
17th Avenue Intersection Improvements

Underground infrastructure for a traffic signal system at the 17th Avenue intersection was installed with the current roadway project.

Additionally, pedestrian access improvements were made at the 17th Avenue intersection. Raised pedestrian refuge islands help reduce pedestrian crossing distance and allow pedestrians to cross 17th Avenue in stages. 

 


 

East County Line Road Project

The East County Line Road Master Plan is both a process and a plan designed to guide future multimodal roadway investments along a nine-mile corridor between Weld County and Boulder County including large segments within the City of Longmont and Town of Erie. The plan identifies needs for future capacity, safety and multimodal mobility improvements such as shoulder widening, intersection improvements, flood protection and geometric changes. Input from the public is an integral part of this plan as we need to hear from those who live, work and commute along this route. 

On December 15, 2020, a public Virtual Workshop was held to learn more about the project recommendations and to provide input on the Longmont segment of the East County Line Road/Weld County Road 1 Master Plan.
