Sexually Violent Predator Community Notification Bulletin

SEXUALLY VIOLENT PREDATOR COMMUNITY NOTIFICATION BULLETIN:

The Longmont Police Department is releasing the following information pursuant to the Colorado Revised Statutes 16-13-901 through 16-13-905 which authorizes law enforcement agencies to inform the public of a sex offender’s release when the offender has been determined to be a sexually violent predator and is subject to community notification. The purpose of this notification is to enhance public safety and protection. Vigilantism, or use of this information to harass, threaten, or intimidate any of the following people is criminal behavior and will not be tolerated: the offender, the offender’s significant others, and the community notification team. Further dissemination of this bulletin by citizens is discouraged. Additional community members needing information should be referred to the law enforcement agency. The individual subject of this notification has been convicted of a sex offense that requires law enforcement registration. Further, they have been determined to present a high potential to re-offend and are therefore subject to community notification regarding their residence in this community. This law enforcement agency has no legal authority to direct where a sex offender may live. Unless court restrictions exist, they are constitutionally free to live wherever they choose. Sex offenders have always lived in our communities, but they were not required to notify law enforcement of their residence until registration laws were implemented pursuant to the Jacob Wetterling Act in 1994. Law enforcement may now share that information with members of their communities, and in the case of sexually violent predators who are subject to community notification, law enforcement must actively notify citizens.

Sex-related convictions: Contributing to the delinquency of a Minor (F4), Attempted Sex Assault on a Child (F5)

All Other Criminal Convictions: Felony Menacing, Providing Alcohol to a Minor

Relevant Conditions of Release: No contact w/ anyone under 18, may not possess weapons, may not possess or consume alcohol or illegal drugs

Sex Offending Pattern Information: Rouse was 25-years-old when he met the 14-year-old female victim at a party. The female was under the influence of cocaine when they met. She was “hanging out” with Rouse a few days after the party and stated “he basically raped me”. The sex assault occurred at the home of the victim’s mother. The victim stated she told Rouse “no” several times but he still forced himself on her, so she “just let it happen” because she was scared. The victim reported they engaged in sexual intercourse several times after this incident, until the victim’s mother found out about their relationship and evicted Rouse from her home. The victim told Rouse she could not see him anymore because of her age, at which time Rouse indicated that he would kill himself.  

Criminal Justice Status: Clear of wants/warrants, under Parole supervision

There are 19,382 sex offenders registered in Colorado, 291 of whom are registered in Longmont, 4 are classified as Sexually Violent Predators.

The Longmont Police Department is available to provide useful information regarding sexual assault and personal safety, and to make referrals to other local resources to help those that have been impacted by sexual assault or this notification process. If you have information regarding current criminal activity by this or any other offender, please call 911 or the Longmont Police Department non-emergency line at 303-651-8501. If you observe this offender engaging in any high-risk or inappropriate behavior, please contact your local law enforcement agency.
