The City of Longmont is a welcoming community that respects all residents and is committed to creating a safe and inclusive community for everyone who lives, gathers, works, and plays in our community. The Longmont City Council has created two policies to support these ideals. One is the City's Immigration Policies that you can read in Spanish and English below, and the other is a Resolution Reaffirming Our Constitutional Rights and Community Values.

City of Longmont Policies with Respect to Undocumented Residents

Public Safety

1. City of Longmont public safety provides services to any resident of our community notwithstanding their immigration status.

2. City of Longmont public safety proactively encourages our undocumented immigrant community to access public safety services whenever needed.

3. City of Longmont public safety actively builds and sustains relationships and trust with our undocumented immigrant community.

4. City of Longmont public safety will NOT participate in the Homeland Security 287(G) program which trains local police officers to assist in the identification and detention of undocumented immigrants.

5. City of Longmont public safety will enforce all local and state ordinances and statutes regardless of immigration status.

6. City of Longmont public safety will cooperate with Immigration and Customs Enforcement with the identification and arrests of people who are considered a danger to our community.

Customer Data and Identification

1. The City of Longmont will protect customer information and provide excellent service to all.

2. The City of Longmont will not disclose actual details of any customer account with anyone other than the named person(s) on the account unless they have given us permission or we receive a court order.

3. The City of Longmont does not require Social Security information to sign up for utility services but it is required to avoid paying a deposit for broadband services.”

4. The City of Longmont will protect Social Security information, when it is utilized; credit card and ACH data are all encrypted.  In addition, we follow Purchasing Card Industry (PCI) requirements guidelines to protect our customers’ credit card information.  Each Customer Service Representative is certified for PCI compliance when they are initially trained and then recertified annually once a year.

Public Contracting

1. The City of Longmont follows federal and state laws, that require the City to insert terms into contracts for services that prohibit the contractor from knowingly using undocumented immigrants to perform the work, and requiring the contractor to verify the immigration status of the employees performing the work, and requiring the contractor to cooperate with any reasonable request or investigation into its workers or its subcontractor’s workers immigration status.

Public Benefits and Community Services

1. The City of Longmont follows federal and state laws that require the City to verify and document the immigration status of adults age 18 years and older who apply for certain public benefits including welfare, housing, medical, and food assistance or any other similar benefit for which payments or assistance are provided to an individual, household, or family unit, unless exempted from this requirement. These laws apply to services directly provided by the City or through contracts with other service providers. The following types of programs and services are among those exempted from this requirement and can be provided regardless of immigration status: emergency health care (but not organ transplants and related services); short-term in-kind emergency disaster relief; immunizations; emergency food assistance; crisis counseling; short-term shelter; prenatal care; and delivering in-kind services where the assistance does not depend on the recipient's income and are necessary for the protection of life or safety.

2. The City of Longmont seeks private funding sources to offer human services to adults who might need assistance, but cannot provide documentation of their immigration status.

3. The City of Longmont provides community relations, recreation, neighborhood engagement, education, arts and cultural programs and resources to any resident of our community regardless of their immigration status.

4. The City of Longmont is a member of and supports the work of the Longmont Multicultural Action Committee that promotes cultural understanding, inclusion, and involvement so that Longmont is a welcoming community where everyone belongs.

Las Políticas de la Ciudad de Longmont con respecto a los residentes indocumentados

LA CIUDAD DE LONGMONT ES UNA COMUNIDAD DE BIENVENIDA Y RESPETO A TODOS LOS RESIDENTES Y ESTÁ COMPROMETIDA A CREAR UNA COMUNIDAD SEGURA QUE INCLUYA A TODOS QUE VIVEN, VISITAN, TRABAJAN Y JUEGAN EN ESTA COMUNIDAD.

1. La Seguridad Pública de la Ciudad de Longmont proporciona servicios a cualquier residente de nuestra comunidad sin importar su estado migratorio.
2. La seguridad pública de la ciudad de Longmont aconseja anima proactivamente a nuestra comunidad de inmigrantes indocumentados que hagan uso de los servicios de servicios de seguridad pública cuando sea necesario.
3. La seguridad pública de la Ciudad de Longmont sostiene y construye activamente las relaciones y confianza con nuestra comunidad de inmigrantes indocumentados.
4. La seguridad pública de la Ciudad de Longmont no participa en el programa de “Homeland Security” 287(G0) que capacita a oficiales de policías locales para asistir en la identificación y detención de inmigrantes indocumentados.

IDENTIFICACIÓN Y DATOS DE CLIENTES
1. La ciudad de Longmont protegerá la información de clientes y proporcionará servicio excelente para todos.
2. La Ciudad de Longmont no divulgará detalles actuales de cuentas de clientes con nadie fuera de la(s) persona(s) en la cuenta, solo que se nos haya otorgado permiso O que se haya recibido orden de la corte.
3. La Ciudad de Longmont no requiere información de Seguro Social para solicitud servicios. Información de Seguro Social proporciona la oportunidad de no pagar un depósito para conectar servicios.
4. La Ciudad de Longmont protegerá la información del Seguro Social cuando sea utilizado; datos de tarjetas de crédito y “ACH” están incluidos. Además, seguimos requisitos y guías (PCI) para proteger a clientes en su información de tarjetas de crédito.
5. Cada representante de servicio al cliente, está certificado (PCI) cuando son inicialmente entrenados y después certificados una vez al año.

CONTRATACIÓN PÚBLICA
1. La Ciudad de Longmont sigue leyes federales y estatales que requieren que la ciudad inserte términos en contratos para servicios que prohíben al contratista que a sabiendas utilizan emigrantes indocumentados para desempeñar los trabajos, y se requiere del contratista que rectifique el estado migratorio de sus empleados despenando el trabajo y se requiere del contratista que coopere con cualquier requisito razonable o investigación a sus trabajadores o trabajadores de sus subcontratistas en su estado migratorio.

BENEFICIOS PÚBLICOS Y SERVICIOS
1. La ciudad de Longmont sigue leyes federales y estatales que requieren que la ciudad verifique y documente el estado migratorio de personas de 18 años o mayores que apliquen para ciertos beneficios públicos, incluyendo: “welfare”, viviendas, services médicos, y asistencia de alimentos o cualquier otro beneficio similar para los cuales el pago o asistencia son proporcionados a un individuo, unidad habitacional o familia, solo que estén exentos de este requerimiento. Estas leyes aplican a servicios directamente proporcionados por la ciudad a través de contratos con otros proveedores de servicios. Los siguientes tipos de programas y servicios están dentro de aquellos exentos de este requerimiento y se pueden proporcionar sin importar el estado migratorio: cuidado de emergencia, (no trasplante de órganos o servicios relacionados con esto), Ayuda en desastres de emergencias de corto plazo, inmunización (vacunas), ayuda en alimentos de emergencia, servicios de consejería de crisis, techo a plazo corto, servicios prenatales, y proporción de servicios cuando la asistencia no depende del ingreso del recipiente y son necesarios para protección de vida o seguridad.
2. La Ciudad de Longmont busca recursos de financiamiento para ofrecer servicios a adultos que puedan necesitar asistencia y no puedan proporcionar documentación de su estado migratorio.
3. La Ciudad de Longmont proporciona relaciones de comunidad, recreación, interculturación en los barrios, educación, arte y programas culturales y recursos a cualquier residente sin importar estado migratorio.
4. La Ciudad de Longmont es miembro y apoya el trabajo del “Comité de Acción Multicultural” de Longmont que promueve entendimiento cultural, inclusión e involucramiento para que todo Longmont sea una comunidad de bienvenida en donde todo el mundo tiene su lugar.
