2025 Consolidated Annual Performance and Evaluation Report (CAPER)

As an entitlement city, Longmont receives a Community Development Block Grant (CDBG) allocation from the U.S. Department of Housing and Urban Development (HUD) every year on a formula basis. The allocation amount is based on the City’s population and the amount of funding Congress approves for the CDBG program that year.

The City must report its annual progress on the CDBG program to HUD in the form of the Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER provides an opportunity to publicly report on and seek additional community input on the City’s accomplishments with HUD funding. In addition to reporting CDBG accomplishments, Longmont uses its CAPER to report on other housing and community investment projects funded from local and state sources.

The 2025 program year (January 1, 2025 – December 31, 2025) was the first year of the new 2025-2029 Consolidated Plan. In 2025, the City of Longmont utilized a variety of funding sources to advance affordable housing and community investment goals. The City utilized CDBG to provide emergency and mobile home repairs, remove impediments for households with a disabled or elderly family member, and make overall housing rehabilitation and energy efficiency improvements through the Housing Rehabilitation Program. The City deployed local Affordable Housing Funds for a variety of projects, including the development and construction of affordable for-rent and for-sale homes, and free housing and personal finance counseling to Longmont community members through Boulder County’s Personal Finance Program.
