PURCHASES TOTALING $10,000 OR LESS:

Purchases totaling $10,000 or less are processed directly by the requesting department using either a Procurement Card or a Purchase Order (PO).

 

PURCHASES TOTALING MORE THAN $50,000, LESS THAN $250,000:

Purchases of goods and/or services costing more than $50,000 but less than $250,000 require that competition be sought via an informal quote process. Typically, the requesting department will obtain the quotes and forward their recommendation to Purchasing and Contracts. However, staff in Purchasing and Contracts will also obtain the quotes at the department’s request. The department or Purchasing and Contracts will contact at least three vendors known to provide the required goods and/or services for a quote.

PURCHASES TOTALING MORE THAN $250,000:

For purchases of goods and/or services costing over $250,000, formal competition is sought via either an Invitation for Bids (IFB), where award will be to the responsible vendor offering the lowest price and meeting specifications, or a Request for Proposals (RFP), where award will be to the responsible vendor providing the most advantageous offer to the City based upon evaluation criteria listed in the RFP.

 

LOCAL PURCHASING PREFERENCE POLICY:

With the adoption of a local purchasing preference policy, the City of Longmont will offer local businesses a 5 to 7.5 percent advantage when bidding on City of Longmont contracted work and services.

 

A local company is defined as an active business that 1) has an unrevoked Sales and Use Tax License, 2) has a physical location with at least 1 employee in the City limits, and 3) is current on all payment and filing obligations with the City. For businesses meeting those criteria, they are provided a 5 percent preference in the awarding of City work. An additional 2.5 percent preference is allowed for small, local businesses – those local companies that have 35 or fewer employees.

 

These preferences apply in situations where the City requests competition from the vendor community. The percentage preferences mean that the City will pay up to 5 percent more to award a contract to a local company over a non-local company, and up to 7.5 percent more to award a contract to a small, local company. The application of these percentages is capped at the first $100,000 of a bid therefore capping the extra amount the City will pay at $5,000 and $7,500, respectively. For Request of Proposals where the award is based on the scoring of proposals by an evaluation committee, the percentages are applied as additions to the total score received by a local and small, local business.

 

SOLICITATIONS:

The City of Longmont posts all of its solicitations (IFBs and RFPs) via an online bidding distribution service at Rocky Mountain E-Purchasing System. In addition to posting all IFBs and RFPs on this site, the City also uses this tool to identify potential vendor sources. We strongly recommend that all vendors interested in doing business with the City of Longmont register with RMEPS.
