The Redevelopment and Revitalization Division works to:

  • Develop and administer the City’s redevelopment programs
  • Collaborate with local economic development partners to meet mutual goals
  • Recommend project activities to facilitate new private investment
  • Manage the established urban renewal districts
  • Partner with property owners, developers and tenants to facilitate redevelopment
  • Market the tools available for redevelopment

Longmont voters approved the formation of the Longmont Urban Renewal Authority (LURA) on January 10, 2005 (CC Resolution R-2005-67) to provide the tools to preserve and restore the quality of life in the community. LURA sets policy and provides oversight of redevelopment within the designated urban renewal areas.

 

There are several tools available to LURA. These include:

  • Financing and constructing needed public improvements and facilities
  • Developing comprehensive strategies to assist private developers respond to local economic opportunities and initiate local investment and job creation
  • Acquiring land for resale to a developer
  • Entering into contractual agreements

 

The LURA operates in accordance with Colorado Revised Statutes Urban Renewal Law C.R.S. §31-25-101 et seq. The objectives of urban renewal plans are to:

  • Eliminate economic, social, physical, and visual blight
  • Provide for economic revitalization
  • Establish a more beneficial mix of land uses
  • Restore public infrastructure

 

Prior to March 22, 2022 (CC Resolution R-2022-54), the LURA board consisted of Longmont City Council Members. In 2015, Colorado passed legislation (HB-1348) that required Longmont to expand the LURA board membership and include representation from certain tax districts that are within the urban renewal boundaries. As a result, the LURA Board was expanded.  It now consists of Longmont’s currently seated City Council, local representatives from the county, school district and special districts as well as one representative appointed by the Mayor.
