Temporary Water Use Permit
Overview
Contractors completing work within the city, typically at a fixed location such as development work, water or sewer line installation, site grading or other related work, must obtain a temporary water permit and follow the temporary construction meter checkout process. Hydrant meters are intended explicitly for bulk water use at fixed construction sites. These sites are subject to oversight by City Construction Inspectors, who ensure the safe and permitted use of hydrant meters and backflow prevention devices.
Historically, hydrant meters have also been issued for mobile water operations; however, this is no longer City practice. Hydrant use for mobile operations is now prohibited to prioritize the safety and integrity of the potable water distribution system. Instead, the City requires that all mobile and/or non-construction-related water needs not overseen by a Construction Inspector be met through our designated bulk water fill stations. Non-construction-related water needs and mobile operations are now required to use designated bulk water fill stations, which still require a permit and payment of the associated fees before users are permitted access. Users may obtain temporary water use permits and credentials from the City to access fill stations for non-construction activities or contract with private bulk water providers as needed.
City Code
Using potable water from the City’s water distribution system for construction purposes requires a permit from the City. City potable water includes temporary water taps, temporary service lines, fire hydrants and other approved devices. The City permit includes provisions for payment of water used, installation of a meter, installation of an appropriate backflow prevention device, deposit and a daily rental charge. For temporary hydrant water, only City designated (“blue top”) fire hydrants may be used unless otherwise approved on the permit.
The City requires advance notice of a minimum of two working days prior to the issuance of any temporary water use permit.
At its sole discretion, the City may suspend temporary water use permits with one week’s notice.
Application for Temporary Water Use Permit
All temporary water use permits are issued through Water Utilities. Contact Water Utilities to request a permit.
Meter Pick Up
Once your application has been confirmed, you can pick up a temporary water use (fire hydrant) meter or obtain credentials for the use of a bulk water fill station at Longmont Public Works (Field Operations), 375 Airport Road, Monday – Thursday, from 8 a.m. to 11 a.m. by appointment only. Meters are not available on weekends or City holidays.
Those receiving a temporary water permit must pay the following fees and deposits. Please note that only payments by check are accepted and that checks must be made out to the City of Longmont.
- Equipment deposit fee:Â $2,000 to cover the cost of the water meter, backflow devices, fittings, valves and labor. This will be refunded if the meter is returned in the same condition it was in when checked out.
- Water deposit fee: $1,238.40 for up to 240,000 gallons of water. Any water not used will be refunded.
- Administrative fee: $35

Contractors working on a City project
