Development Code Updates
The City of Longmont’s Land Development Code (LDC) was adopted by City Council on August 14,2018 and became effective on September 1, 2018. View the current version of the City of Longmont Land Development Code – Chapter 15 of the Longmont Municipal Code.
Occasionally, updates to the LDC are needed or required. Such updates can occur in multiple ways:
- City Council Initiated Requests
- Citizen Initiated Requests
- As a result of a change in State Laws and Regulations

Background and Summary of Code Update:
- This is a City Council initiated request.
- The Sugar Factory + STEAM Sub-Area Plan was accepted by City Council on October 10, 2023. This Plan was developed with extensive community input and identified areas to be targeted with mixed use development of varying intensity that incorporates urban scale design that is compact, walkable, and human scale. The Southeast Urban Renewal Area includes the proposed 1st and Main Transit Center that will include mixed-use development as a component. It should be noted that there is not a specific project driving the exploration of building height bulk requirements and land use. Rather, this is an effort to have the tools ready when private developers are ready to move forward with innovative development projects.
- There is currently not a zoning district in the City of Longmont that provides for land uses or bulk requirements that are consistent with the Sugar Factory + STEAM Sub-Area Plan. A new district would provide a more streamlined and less confusing process for development while providing more predictability for developers and property owners. The working name for this proposed new district is “Mixed Use – Innovation and Redevelopment (MU-IR).”
- City Council originally gave staff direction to bring concepts for increasing building height limits in certain zoning districts at its April 22, 2025 meeting.
- Staff brought concepts and background information back to City Council for feedback at the August 5, 2025 meeting. Staff presented a recommended initial focus area, as well as an overview of current zoning districts and building height standards. Additional information relating to market trends, potential tools for ensuring compatibility, and sample massing studies were also presented. Staff was directed to bring back imagery depicting height concepts and regulatory options for implementation.
- On February 3, 2026 staff proposed the concept of a new zoning district that would initially be limited to areas within the Sugar Factory + STEAM Sub-Area, and Southeast Urban Renewal Area. This district, which has a working name of Mixed Use – Innovation and Redevelopment (MU-IR), would provide a tool for implementing the recommendations of the Sugar Factory + STEAM Sub-Area Plan, particularly with regard to building mass and uses. Development standards would be enacted to ensure high quality development. At that meeting, Council directed staff to move forward with community engagement and associated strategies.

Background and Summary of Code Update:
- This is a citizen-initiated and City Council acknowledged update to the Longmont Development Code with an assigned project number of DV-CODE TEXT-25-00023.
- LMC 15.02.060.D.1 permits private parties to request text amendments to the Code, through a referral process to the City Council
- The applicant has requested to amend Section 15.04.020, Table of Allowed Uses, to allow the Contractor’s Shop land use as a Permitted Use within the Mixed-Use Employment (MU-E) zoning district and as a Conditional Secondary Use within the Non-Residential Primary Employment (N-PE) zoning district.

- On January 27, 2026 City Council directed staff to introduce a draft ordinance at Zero Reading amending Section 15.04.020 of the Longmont Municipal Code to allow Single-Family Attached Dwellings in the Residential-Single Family (R-SF) Zone District and to return to council with any recommended questions or revisions prior to the First Reading.
- The timeframe for this item being back in front of City Council is undetermined at this time.
Background
- This is a citizen-initiated and City Council acknowledged update to the Longmont Development Code with an assigned project number of DV-CODE TEXT-25-00008.
- The applicant requested multiple updates to Chapter 7.06 as part of this referral. These modifications would change the following items:
- On October 14, 2025, this item was brought before City Council. At that meeting Council directed staff to do research and bring this item back, after doing additional research. As elections were imminent, the Council at that time wanted this item to come back once a new Council was elected and seated.
- Once staff completes research and identifies additional information, this item will go before the Planning and Zoning Commission and subsequently be placed on a City Council agenda.

- This is tentatively scheduled to go before the Planning and Zoning Commission in Spring of 2026.

- On March 10, 2026 City Council directed the Planning and Zoning Commission to study which Zone Districts should allow drive-thrus businesses and make a recommendation for any necessary updates.
